PHP Smarty Engine not excluding literal tags

I've tried using {php} and {literal} tags but my pages still continue to parse the javascript and PHP code as if it were through smarty.

Any known fixes ? I've hunted high and low.

Have you tried using {include file="filename.php"} instead ?

That might help after escaping using {literal} tags.
