Are Eucalyptus clouds run on VMs ?

I know it's private cloud but is it Virtual Machines that run that cloud ? I don't get it.

I believe both dedicated hardware and virtual ones can be part of the cloud. Visualization technologies supported: VMware, Xen and KVM.
